Joingy (joingy.com) has two doors: a free text chat and a random one-on-one video chat. Neither needs an account, and the site asks you to be 18 or over. After a chat ends you get a "Flag Spam" button. There's no app; it runs in the browser, phones included.
The interest box is the detail worth knowing. It's on the page, but when you open it the dialog says "coming soon". So for now every match is random, and on the video side that often means a lot of Next before you find a face.

Chitchat.gg is the closest thing to Joingy with the interest box switched on. You pick topics like music, gaming, travel or pets, and you can also narrow by gender and region. Text works without an account; video asks you to make a free one first. Humans and automated filters moderate around the clock.
Hay filters by interests, gender and region too, and adds real-time translation, which matters more than it sounds if the person you land on doesn't share your language.

Go to a site that only does video. Chatroulette is the original and still free, with no account and strict moderation. OmeTV has the biggest crowd and a country filter.
