If the games are the reason, stay
We looked for in-call games on every site here and didn't find them anywhere. If a round of 4 in a row is what makes Bazoocam work for you, nothing on this list replaces it. Keep Bazoocam and use one of the others for what it does better.
Keep the local matching
Nobody else we checked pairs by distance the way Bazoocam says it does, but three sites get close with a filter. OmeTV lets you pick a country. Chitchat.gg and Hay both have region filters on top of interest matching. Shagle has a location filter too, limited on the free tier.
Keep the strict moderation
Chatroulette is the obvious move: free, no account, and far more tightly moderated than its reputation from 2010. Chitchat.gg says it runs human moderators and automated filters around the clock. On SpinMeet.cc every call is one-on-one with a host, moderation runs all day and night, and reporting takes one tap.
Fix the language problem instead
Bazoocam's language list leans European: French, Dutch, Portuguese, Spanish. If you keep landing on people you can't understand, Hay translates as you talk, which is a more direct fix than changing country.
Drop all three, you just want a face
Camsurf has almost nothing between you and the first match.
